Add hotkey to open Settings panel
Adds Cmd+, on macOS and Ctrl+, on Windows/Linux to open Settings, matching the platform convention. Previously Settings was only reachable via Vaults -> Settings (#912). Co-Authored-By: Claude Opus 4.7 (1M context) <noreply@anthropic.com>
