fix: normalize jobs API response shape to always return {jobs:[]}\n\nSome Hermes gateway versions return a bare array from /api/jobs instead\nof the expected {jobs:[]} envelope. The workspace jobs screen then fails\nto render because it destructures .jobs on the response.\n\nAdd a jobsResponse() helper that wraps bare arrays so the workspace UI\nnever has to special-case both shapes. Fixes #162 . (#358 )
